Starting the Process

Finalize your Storage Strategy
You need to determine how you are going to meet your storage requirements first. If this is not known, do not waste your time with the rest of the process.

Can you meet the storage requirements without a variance? If yes then you can proceed.

Are you going to use someone elses magazine for storage? If yes then you can proceed.

Are you planning to get a storage variance? If so the first thing to do is to make sure your local authority (usually the fire marshall) will approve. Once this is done you are ready to proceed. Click here to go to the storage variance section on how to do this.

Order the Application Forms from the ATF.
Go to the following webpage: http://www.atf.treas.gov/dcof/index.htm

In the right frame select “Applications” from the Choose List option.  Then select  
ATF F 5400.13/5400.16 - Application for Explosives License or Permit Application Packet

Complete the order and in about a week you will receive a package of forms need to complete your application. This will be the quickest most responsive part of the entire process.

The components of your application

You will need to have the following for your application package:

  • F5400.13 Explosives permit application form.
  • F5400.16 Employee Information form
  • Fingerprint cards with you fingerprints taken
  • Passport Photo
  • Description and Photo’s of your Storage Magazine(s)
  • Phat plan (drawing) showing location of your magazine relative to roadways and inhabited buildings
  • Letter or other proof of approval from your Fire Marshall if applying for a storage variance.
  • Cover letter explaining what you are applying for and certifying that you will be in compliance with all local and state requirements and you have asserted this with your local Fire Marshall.
  • Application fee of $100.

Filling out the forms.
Rather than reinvent the wheel there are some good sites that explain on the best way to fill out the forms. Here is one that I used..

For question 11, if you list igniters in you list AND are applying for a storage variance, the ATF will require you to have a second magazine for your igniters.
